Quantum Technologies and their Global Impact

In March 2024, during the Digital Transformation Dialogues at UNESCO’s headquarters a discussion paper was published by the UNESCO and Quantum Delta NL. The document “explores the global impact of quantum technologies and charts the relevant discussions around the human rights, legal, ethical, and social aspects of quantum technologies.”

This was the UNESCO’s first event focused on quantum technologies and brought together over 300 policymakers from around the world to discuss ways to ensure equitable access to quantum technology.

Quantum technologies are still in their early stages of development, as is the discussion surrounding their societal impact. The discussion paper brings up critical questions and suggests ways for the UNESCO to support responsible innovation as these technologies evolve. The UNESCO’s mandate positions it as a trusted partner in bridging potential divides and facilitating international cooperation to address the emerging challenges of quantum technologies, particularly in the context of AI, cybersecurity, and other areas. The paper discusses the following three important questions that will be addressed in the coming years:

  • What will be the impact of quantum technologies on societies across the globe?
  • How can these technologies be developed for good?
  • Can we safeguard equal access for non-quantum nations?
