The European Commission has launched the Quantum Strategy to establish Europe as a global leader in quantum technologies by 2030. The strategy aims to build a strong, sovereign quantum ecosystem that supports startup growth, turns scientific breakthroughs into practical applications, and reinforces Europe’s leadership in research.

The strategy focuses on five areas: research and innovation, infrastructure, ecosystem development, space and dual-use technologies, and skills. Key actions include launching the Quantum Europe Research and Innovation Initiative, setting up a quantum design facility and six chip pilot lines with €50 million in funding, and developing a pilot for the European Quantum Internet. It also involves expanding Quantum Competence Clusters, establishing a European Quantum Skills Academy by 2026, and collaborating with ESA on a Quantum Space Roadmap.

The Commission will work with member states, researchers, startups, and industry to implement the strategy. A High-Level Advisory Board, including Nobel laureates, will provide guidance. A follow-up legislative proposal, the Quantum Act, is expected in 2026 to support production and investment in Europe’s quantum sector.
